That is an Outdoor Meraki antenna on one of the legs of the tri-pod. The top is a directional antenna, with a router. It is pointed across a lake to one of the hotels over a distance of about 1Km (.6 miles).
The Meraki mesh (which they gave BIL a great deal on) became the access point.
