The maze itself should only be represented by the colors, the start 's' and the finish 'f'. The numbers shown in this display are the minimum distance from the start (mod 10). When you are just given the colors... it ain't so easy. The rule is that you can only step to an adjacent square when the square is of a nearby color on the termcolor color wheel (e.g. red goes to red, yellow, and magenta).
