The inner circle should have a radius of either 1.5 or 2.0 units to un-pinch these important cells. - Instead of trying to pack example clusters around the outside, letter-coded mount points can be used to reference a row in another table. Unless there are important distinctions on the scope layer, mount points should be in the center of the 22.5 degree sectors which correspond to a set of choices for the first three layers.
